The initial boot after flashing a brand-new operating system can take upwards of 10 to 15 minutes. The tablet is building system caches; do not interrupt this process.

A boot loop is usually caused by not wiping the old system data. Power off the tablet, boot back into TWRP recovery (Power + Volume Up), and perform a full wipe (system, data, cache, dalvik). Then, re-flash the ROM and GApps. It should boot normally after that.
